Can I use parts of files I already have in my computer?

I downloaded parts of some files and the torrent I was using simply frozen. But I already did more than 50% of the files. The peers are there but no download. I shows 200 or 300 k in a flash but never increase the amount of the download.

I found another torrent for exactly the same files in another site but different torrent and different peers.

How can I download the parts I have from my own computer to optimize the download time???

Should I create another torrent pointing to my own computer? Or what?

I'm talking about 13 giga big files. The new torrent is showing 3 weeks download time.

I'm afraid that I reach the same percentual I already have the thing stop again.
