PEX message flood

Not sure if it's a bug but here is the info. The swarm consists of a few seeds and 1 peer. Transfer speeds aren't usually very high. Torrent size is 213 MB, piece size 256 KB. Take a look at this log:

During this second the peer reports that it received around 7.5 MB (45.2% to 48.7%) which might trigger the flood.
