If that traffic wasn't there, the torrent would work, because no one could ask others for pieces. As for if that traffic should be shown in the stats.. Well, does matter? It probably measures all traffic for a certain torrent, and it's unneccesary to sort all that traffic as "data" traffic and "administrative" traffic.
