Utorrent using alot more bandwidth then I have set the limit to

Hello! Im having a problem where utorrent will use more bandwidth then I have selected with the limiter which can make it dificult to play games while downloading. My current internet speed is ~1500 mb/s (170kB/s). I cant get any faster internet at my current location. I usually set the download limit to 60 kB/s when im downloading. On some torrents the limit will work on others it wont. I use a program called Netlimiter (Bandwidth usage monitoring and limiting tool) and when I check whats using bandwidth Utorrent is listed as using about what I have limited it to use. However there is a process called "Hostprocesses for windows services" (Translated from norwegian windows, hope you understand what im talking about) that uses the rest of my internet. If I use netlimiter to limit this process, any download in utorrent will completely stop (Which is also exactly what happens if I use Netlimiter to try to limit Utorrent). If I shut down utorrent the download from the process will also stop so they are definitely connected to eachother.

I might be wrong, but I pretty certain this started when Utorrent 3 was released.

I have used the "Set up recommended settings for my network" or what its called thats built into Utorrent.
