Tried everything still low speed

hi guyz

I'm using utorrent 3.2. my download speed with IDM is 100 kb/s and with utorrent about 10 kb/s maximum!!:|

it's almost a week i'm trying different tweaking. some changes worked temporarily and i achieved max speed but a day after that, 10 kb/s!!! (i didn't change anything!)

now i reset setting to default settings

what's you're suggestions?

i have forwarded port in router, but when i check the port it says:

what can i do?

There's a lot of information requested from the guide that you have NOT provided.

i found out that the problem is Port. when i check ports with Proxy, it's OK, but when i try without proxy, that same port is not open ...

any suggestion?
