"No connection could be made because the target machine activly refused it" is what the tracker says. Does this mean that utorrent is not letting the file download? I did not see anything in the faw about it.

The tracker isn't allowing you to connect. Whether it's because of the client, because they banned you, or because of whatever other reason isn't certain.

Usually that just means the tracker's down or something.
