The file can contain viruses and other things that can harm your computer."That is a courteous warning, if not liability waiver, and is totally fine.The problem is there is no option to disable future warnings after users fully acknowledged the risk. Excessive warning messages can reduce users' attention for important issues. Not to mention it is very annoying. Hopefully, not a sign of AV sponsorship/nagware. Who would you blame if you downloaded a file using uTorrent, opened and your PC was infected with a trojan.What happens in you open %userprofile%/downloads/ and open some of the files types there?
