Run Program by Labels

Allow Run Program to be configurable per label.

This would allow for easy processing of selected torrents. In my case, I'd like to receive an email notification for some of the RSS'd torrents, not all.

The easiest way to implement it, would be to:

1) be able to right-click on a label (in the sidebar) and configure Run Program from there;

2) have Label\Run Program override Options\Advanced\Run Program, like Add Torrent\Advanced\Run Program probably overrides Options\Advanced\Run Program;

3) have Label 1\Run Program override Label 2\Run Program, if multiple labels are attached to a torrent before it completes. Only the first label with a Run Program is executed.
