Where do I have to put my filter.dat to block IPs in Win8?

I have here a big ipfilter.dat with a lot of IPs. Where do I have to put this file to block them all with µtorrent in Windows 8? And where can I see the log about the blocked IPs?

%appdata%\utorrent, just like in windows 7

Somehow I dont find this "logger tab".

I just have File, Info, Peer, Rating, Tracker, Speed

And nowhere is any information that my ipfilter.dat is loaded or something got blocked :/

Then turn on the logger tab by right-clicking one of the tabs you have.
