Having Problems Involving Port Forwarding

I recently was not able to download anything from utorrent because my modem was blocking it, or so I presume. I opened up the port and it worked out okay, except now my downloading speed is very slow or speeds up for a little bit only to come back down shortly thereafter. If it's any help, I have a 2Wire modem with AT&T firmware. If you'd like me to provide more information, I can.
