Override scheduler on a per torrent basis

When the scheduler is set to "Limited" for the current period, an easily accessed option to allow individual torrents to override the rate limits would be handy. Then, only when the total speeds fall below the scheduler's rate limits would other torrents be able to restart.

This would be similar to how "Force Start" allows overriding of the "Seeding Only" scheduler setting.
