It's not like they'll ever take the time to generate a detailed log for a regular consumer.
It takes no more time or effort from your ISP than logging in the their account management system and setting a flag on your account to have a detailed log of second by second activity on your connection.

The infrastructure is already there, all routers in use on every Internet AS have packet logging capabilities, ISP's DHCP systems log every connection made along with the MAC address of your router, your customer ID, the date and time (to the millisecond), their routers have logging the traffic in and out.

There is no effort needed. The only thing that does not already happen is storage of those logs for more than a few days, 42 days (six weeks) is the norm with most ISPs.
