Ports problem or something else

Hello everyone! Since i moved from Russia to Czeck Republik i have one damn problem. I mantioned that i can`t download from nice torrent trackers i used to download. For example iptorrent. And i get this picture:

But there are trackers from which i can easly download like i did before. Already tried to open ports on DrWeb and Windows Firewall, it had no effect and i get this:

Somebody, help me plz;)

PS When i got back i Russia on NY holidays it was fine again there:/

= 4 Your ISP is blocking P2P traffic.

and there is no way to get over it? how the hell Czeck provider knew about rus privat torrent tracker

and i mantioned that there some torrents which i can download from the same tracker, don`t know why

Your ISP doesn't need know anything about what trackers you use, just the ports is sufficient. They may also reroute ANY traffic to certain destinations should they so wish to or are requested to do so.
