Hash Check Claims Corrupt Torrent, When Disabled, Torrent Is Complete

Bear with me here, please, and read the whole issue before answering. While it isn't necessarily a uTorrent issue, as it happens on other clients as well, hash check claims my files as incomplete. I created a torrent, and when I added it to my seed list, it claims it is incomplete. I deleted the supposedly '98% completed torrent' and re-added it after checking the "skip hash check" option (A SEEMINGLY UTORRENT EXCLUSIVE(why i am posting here instead of some other place)), it is at 100% complete. "Now that cannot be right." is what I am thinking. I want to know if it is actually complete or is this a glitch? Is my torrent actually 100% and able to seed completely, even after previous accusations of in-completion?

Because it assumes that you have 100%. Because you don't pass the hash check when you force a re-check, the missing pieces after the re-check are being sent out as corrupt if you don't do the re-check.
