Loss of internet connection

Hi everyone ! I don't understand much about computers, so I hope I can explain my problem and that somebody can help me out.

I've been using torrent for years, but in the last few months I've been having some trouble: When I use torrent I get that warning that my computer is connected to my modem, but it has no internet acess. To make matters worse, even when I shut down my utorrent, the internet doesn't come back, I have to make a juggling process of powering down my computer / the modem / the router / all of the above to be able to get connection again. I have the download rate controled at 500 kb/S and my internet speed is 10 megas so I don't think that's the problem. Can anybody help me??
