Streaming peer timeout slider does not work (for me?)

I used the slider at 0 or 1 second yet my highest priority piece is still at a 60 second timeout and since the maximum buffer size is only 45 seconds this causes frequent stalling. If the buffer slider were increased to 20 minutes or so this could overcome the effect of the highest priority block stalling the stream because of one block in a piece being stuck on a slow peer timing out.
