utserver conf & related questions

Are there proxy entries for utserver.conf? I don't see them in the samples that have been posted, but I don't know if those are complete or not. I'm thinking maybe all of the advanced settings can be put in the conf file.

Note these may be it:

proxy.type

proxy.port

proxy.auth

Also, second question:

The text in the sample files note that you can use a dir_request to get the config reloaded. Does that also reload the blocklist? I'm currently restarting utserver to update the blocklist and that disrupts the transfers. A dir_request to reload the blocklist would be really nice.
