Upload speed 17kBp/s, Download speed 1kBp/s help

I just started using utorrent n i luv it.

But i have a problem : Upload speed 17kBp/s, Download speed 1kBp/s

My phone is a wireless CDMA. Its not a mobile phone though!

Manufacturer speed says 115.2KBp/s

I get peak speeds of 17-20Kbps.

Please recommend speed settings.
