ip blocked

hi,

I'm french and i tryed to block french's ip cause our gouvernement doesn't like pear to pear.

I follow this tuto : http://blog.ferodoh.fr/?p=416

i download all french'sip and place their in file namned "ipfiltrer.dat".

I place this file in C:\Users\Myusername\AppData\Roaming\uTorrent.

Problem : Now i want to unlock this french's ip. I'd delete this file, i'd uninstall and install again u torrent but this ip are always blocked. I can download american's torrent but i cant download French torrent
