Blocked in the Idea Bank

I posted "Seeding goal: seeds/peers ratio" yesterday.

As I always do, I did multiple searches on this forum (per sub-forum), in the Idea Bank itself, as well as via google before posting. I've tried my best and the most closest ones are these:

...seed/peer ratio was added to 1.8, now hopefully, seeding rules based on that can be added as well. Not just "priority" but being able to stop if there are more seeds than peers regardless of up/down ratio and other scheduling tasks like that.

Scheduler overhaul for 1.9 is planned and rumblings indicate it will be "rules" based.

This is the one I'm looking for. However, I couldn't find the feature being mentioned in the announcements (http://forum.utorrent.com/search.php?search_id=990934871) (2008 onwards).

...force torrents to be "queued seeded" once "Total number of seeders" > N OR "Seeders/Leechers Ratio" < 1/M, where N and M are numbers to be inserted by the user...

Same, except that it should be "Finished" instead of "Queued Seed". Besides, it has been 4 years and I can't find any updates on this.
