Seems like it doesnt matter.... Im sure someone else has notice this, what is the proper way to call this issue and does anyone have a fix? or direct me to a version that doesnt do this.

Transport/communication overhead, even with all jobs stopped DHT is still active and if bt.scrape_stopped is true, peer data is still being requested from trackers.

These are peers trying to connect to you . This takes bandwidth, even if uT rejects them with "Disconnect: No such torrent" etc. Should uTorrent *count* them in the bandwidth or not, and did it do that in 1.8.5 ? - No idea. Change your IP and you'll probably see it stopped.

And if you don't remember - go back and try it with 1.8.5 with external speed measurement utility.

Of course they do, peers do not 'know' that a job is stopped UNTIL they request a piece and your client sends a refusal.

And that may go on for months, as trackers cache the peer IDs and the associated hash IDs
