Insufficient quota to complete the requested service and more errors

I've received the "Insufficient quota to complete the requested service" error for utorrent then all my other programs start to close. utorrent overloads both my logical drives one being a Western Digital 1TB 7200rpm drive.

I thought it was the first harddrive I had as my logical (it was a 5400rpm 1TB drive) and then it does the same with my new 7200rpm drive

250GB Sandisk SSD

1TB Toshiba 5400rpm

1TB Western Digital Blue (brand new)
