Speed and Port problems

I noticed my speeds were terrible so when I did a port test this is the error that showed up. "Welcome to the µTorrent Port Checker.

A test will be performed on your computer to check if the specified port is opened.

Checking port 33658 on 70.48.156.88...

Error! Port 33658 does not appear to be open." And underneath it it also said "A port must be forwarded from your router ( Which I do not have) to Utorrents to get good speeds..This port is used to let other peers connect to you." Now I have a speedstream 4200 modem and I was told there is no firewall involved with it and I should also stress I do not have any firewall or a Router installed currently on my system.. My OS is Windows 2000 Pro.. Please Help

Hmm, i do not speak spanish(?) but there are many sites that say other than bell.

This here for example is refering to the 4200 further down on the site
