I need help, I dont understand this

OK when i first downloaded this with nothing on it i ran the test for my port and it said fine, but the speed was still at 1-4 kb/s so ive gone to forward the port (27951) on my Dlink DI-614+ and it was still going slow and i was still yellow/red lighted. so i read around and enabled the ports on my firewall it said they were already enabled but it still didnt work, i turned off windows firewall it still didn;t work, so i read around the forums but I was reading alot of things i couldnt understand. Ive changed the ports they havnt worked either. But as for turning off the router firewall and disableing UPnP on the router i dont have a clue on what to do, can anyone help?

(I suppose Dlink 604+ is 604v2... the only difference is the port interface, pick 604 if it's the wrong router.)
