Follow up on sending files to an individual recipient

I am rephrasing my question, since I wasn't able to resolve my problem listing it differently.  I am trying to send a large file to one other person.  My isp is centurylink.  I am using utorrent 3.4.  I have bitdefender internet security.  I go to File>Create New Torrent; then select a source file; check start seeding, leaving private torrent unchecked,  Send the torrent file to the intended recipient.  He cannot download it.  It hangs up at finding peers 0%.  I have googled, checked the forums, etc. etc.  I have followed the guides I have found online (e.g. https://www.utorrent.com/help/guides/send-files )  I have tried lots of different configurations and variations on settings.  I have changed the bt.enable_tracker file in Options>Advanced.  Does anyone have any suggestions.  DHT is enabled, which was the only real suggestion I got when I previously posted my question.  Since I am pretty new to torrentiing, I would hope that any suggestions include a step by step set of instructions.  Thank you in advance.

First, you’ll need your external IP address. (External ip)

Next, you’ll need to find out which port you’re accepting incoming connections on.

Lastly, we need to  enable uTorrent’s built-in tracker. (bt.enable_tracker=true)

Go to File > Create New Torrent.  

Select your source file/folder.

Add your own IP address and port as a valid tracker...

 ex:  http://ipaddress:port/announce

        http://localhost:port/announce

Check both "start seeding" and "private torrrent"

*The “localhost” portion is a reflective reference which tells uTorrent that whatever computer it’s running on is also a valid tracker.  

*Private torrent= This prevents sharing of the torrent using other methods such as PEX and DHT.

Send the person your newly created .torrent for them to download directly from you.

**A few important notes:

    uTorrent MUST be running in order someone to download the torrent from you.

    Your IP address must not change during seeding.

    Your port must not change during seeding.
