upload speed limiter not working

Hi,

 

recently I've discovered that the limiter of the upload speed isn't working properly.

as seen in the picture, it's set to 10 KB and de-facto, it's ignoring that and the upload is at about 40KB (sometimes even up to 100KB, which is my highest).

i used the latest version of utorrent (3.4.1 build 30888) and now I've downgraded to 3.3 but the problem resides.

 

I tried looking for a similar problem to mine on the forum, but couldn't find.

So you cut off the screenshot of your preferences screen so that it hides relevant information?

huh? it shows the only relevant information needed: the limit in the settings and the upload speed in real time.

what else do you need to know in order to answer why the limiter not working?

There are other settings on that screen that affect the limiter.

FYI, those settings were set to those numbers ever since i remember using utorrent (version 1.6 or something like that) so i'm not so sure they are the cause of the sudden stop in obedience.
