3.4.1 Speed limits set by user don't work when the number of seeders is above 100

So far, before 3.4.1, I've always set the download and upload speed to be 5120 KB/sec (exactly 5 MB/sec), so that I can surf the web without any lag while the torrent is being downloaded because my connection is 64 Mbit (8 MB/sec). However, in 3.4.1 my settings on the speed limit don't work and the torrent is being downloaded at the maximum speed of 8 MB/sec when the total number of seeders is more than 100.

Can you please fix this problem?

If I check that option it takes forever for uTorrent to detect the seeders and even longer than forever to reach the speed limit I've set. When this option is unchecked the speed starts from 2.6 MB/s and reaches 5.0 MB/s in under 10 seconds. With that option checked it takes more than 3 minutes just to detect all the seeders.

I have the same problem. Speed throttling, either global or for the torrent in question, does not appear to work at all on some torrents and it keeps capping my bandwidth since I only have 2mb max download speed. I have always been able to use the speed throttle before with no problem and I have not changed any of the other settings from the default. The default settings have always been fine before so I have never needed to change them.

This only happens now if I change the global speed throttle after any torrent has already risen above the speed limit or, for speed limits on an individual torrent if I change it after it goes over the limit I want to set it to.

Once it has gone above the limit, even once, then back down again before I change it, uTorrent ignores the change.

If it is currently downloading at a lower speed and has never gone above the limit I set, it will stay below the limit if I change it.
