Updated to 31227; no installer/Programs and Features panel entry

I've just updated to 31227, but double clicking on the exe results in a slight delay (anti-virus checking possibly) and then the program opens without going through an installer. Any time I've updated previously, double clicking on the exe would result in the installer kicking in, and there would be an entry in the Programs and Features list. Not the case with 31227.

 

Also, I cannot update from within the program; it just shuts down and nothing happens.

 

Is the former behaviour normal for 31227, and any suggestions to fix the latter?
