Set-up Guide and Torrent Properties

I'm working from version 3.4.2 (build 31743) on Windows 8.1.

 

The Set Up Guide is not available under Options.   I noticed reference to this in the release notes including a comment it should be available in the application again.

 

On the General tab of Torrent properties, I cannot change any of the settings with the exception of 'Initial Settings.'   The three other options are grayed out.
