Slow Downloads..Please Help

My download speed on utorrent is soo slow 10.1/21.3 kb/s and rarely 50/40 kb/s

 

I changed only one setting :

 

 

Preferences --> Bandwidth --> "Apply rate limit to uTP connections" option ( under the Global Rate Limit Options subheading).

 

On this post ( http://forum.utorrent.com/topic/13691-if-you-have-speed-issues-read-here-first/ ) the link for Setup Guide don't works

P.S : I live in Italy something changes?
