vaskrist
I have just now downloaded the free version from your site (http://www.utorrent.com/downloads/complete/os/win/track/stable). MSE (definition from 12.4.2015 05:20) did not report anything wrong with this version of µTorrent. With PortableApps I got this problem only when updating automatically. There is no problem when I download it from their site and install it myself. I will contact PortableApps so that they look into this.

DreadWingKnight
Try updating your MSE definitions again to allow uTorrent to download. As for your other issue, it's probably ISP interference.
DreadWingKnight
I'm suggesting that MSE updated their definitions.
