Always leave room for incoming connections

Seeding a torrent with a big swarm and connected to a few peers. Incoming connections attempts from the swarm are disconnected due to "too many incoming connections". These are live clients that shouldn't be disconnected in my opinion. My suggestion is to always have room for these incoming connections, even on the expense of outgoing connections which many times end up offline.
