Peers Display - Help with Flags

Can someone explain what this is and what might cause it?

 

I see a lot of seeders in peer lists that show up with the lowercase d (d, not D) in flags.  The help file says d means:

  • your client wants to download, but peer doesn't want to send (interested and choked)

What exactly does this mean, i.e., what is "choked"?  What is the seeder doing to cause this?  Or is it something I'm doing?

Right.  I quoted the definition for "d" in my initial post.  But that wasn't the question.  There were actually two questions.  First, can you explain a bit more clearly what "choked" means.  And the more important question - What causes a seeder to be in that state, and can anything be done about it?
