Bandwidth allocation "high" ignored

I have the same issue. I'm using uTorrent 1.8.4 on a Mac and have a maximum upload bandwidth of 500kB/s.

I have set bandwidth allocation for Torrent Site 1 to high. Torrents from other sites are set to low. Still, Torrent Site 1 torrents get lower priority. Right now I have 4 active torrent uploads from 3 different sites. Only one of the torrents is from Torrent Site 1, and that torrent is only getting around 30/kBs upload. The other three torrents are getting around 150kB/s each. If I pause those three, the Torrent Site 1 torrent gets the full 500kB/s.

I've seen a couple of posts on the uTorrent forum about a bandwidth allocation bug. But even if I set all my torrents to the same bandwidth allocation, Torrent Site 1 torrents still get much lower upload bandwidth (about the same as when I had different priorities set). Any thoughts on how this can be fixed?
