Slow connection utorrent seems to take uop more banwith than it uses.

Been using your program for a long while and like it but now it seems my utorrent is taking up alot of outgoing banwith. I set a limit on 30kbs for outbound. And when checking this with a speed test online I drop from around 700kbs to 400kbs. So it seems like utorrent is somehow reserving banwith to itself. We have more ppl on this network but me (one more useing torrent prog). But when testing I cut them all of to see what was going on.

Resently I converted to vista 64 and switched my modem as old one broke.
