Very poor download speed.

My connect speed:

ISP: Charter

Router: DLink 4300

antivirus: Avast!

Windows XP

Windows Firewall

I am using ~256k settings from the Conservitive settings graph.

Router's port 6881 is open and forwarded to my PC. uTorrent is exempt in Windows Firewall

However, I am only getting sub 10kB/s speed on all downloads, usually around 2kB/s.

I've tried using different ports and settings but nothing has helped. Any ideas?

Update:

I've tried downloading a Slackware Linux torrent as a test and I'm able to get 415kB/s+. However my other torrents (from Piratebay) are stuck around 2kB/s. These are popular torrents with 500 seeds/3000peers. What's the deal?

I have no idea if you have a software firewall interfering or ISP throttling, but both seem likely.

What sort of error messages are you getting in uTorrent's Logger? (right-click in that window to enable logging of errors)

My ISP is Charter communications which (according to this)does not interfere with torrents unless you are a high volume account. I checked with Glasnost and everything checked out ok.

RE: Software firewall.

I do not have a software firewall other than the built in windows one. Avast! has a P2P checker but I disabled that. My router has a built in firewall but would that cause issues if the ports are being forwarded?

"Got Request while choked" means uTorrent is possibly not uploading well.

http://www.azureuswiki.com/index.php/Bad_ISPs

...is out of date. Charter from what I gather cripples uploading, especially to non-Charter ips. Maybe they do it only for BitTorrent traffic...but maybe not too.
