Sharing files with a friend doesn't work (No connection could be made)

Hi,

 

I am getting the "No connection could be made because the target machine actively refuses it." So it's a problem on his side?

 

I made the torrent using this link:

Sent him the file. My torrent is seeding with a blue arrow, but no data exchange has been made.

 

Any ideas?
