Bad Mod on forum/tracker

I'm not going to name names or sites as its not a issue with the tracker concerned but more so with a certain Mod who's abusing his power. I've tried contacting his administrators but they are behind him for what reasons I don't know.

The funny thing is I've done nothing wrong on that tracker (or any other) but as I've had a huge falling out on another forum/tracker where he is just a user like me. He's then from there banned my IP on his tracker where he's a Mod.

What I want to know is there anyway I could fool or change my IP from being seen I'm quite upset by this.
