Hey everybody... i was with the same problem, i tried all posted solutions and no one worked for me (i don't know if they helped... but not worked at all) then i looked at my router firewall and i found that it alows by default 25 Half open TCP Conn.... well, if i can open 25 connections and torrent uses 25... there is no connections for other programs! so i changed to 30 half connections and it worked now. i hope it helps anybody!
