Upload Speed Restriction Option - Does Not Work

Hi,

 

I'm using latest ver 3.4.3 and my net speed is 10mbps

 

I set upload speed to 1kb but uTorrent doesn't follow this option and (seeds) uploads @ upto 100kbps and I checked almost all the options everything is seem perfect but not sure why this is being happened.

 

FYI: When I switch my net connection to other ISP (net speed 1 mpbs) then uTorrect follows the 1kb upload speed restriction not sure it's a bug or some malfunctioning

 

Any idea how to fix it.
