one trrnt is not working according to seeding rules

I applied some new seeding rules:

Min ratio:0

Min time:0

Min fellow seeder:16

 

 

I stopped every torrent and restarted them

every other torrent is working as intend, started seeding but stopped as the number of seeds jumped above 16, exept one (without special rules, which like the others has no special rule applied to them) why and how to stop future trrnts to do the same?

Do you mean the 7.11GB torrent? With 36 swarm seeds? 

Do you have any goal overrides set?  
Right Click Torrent -> Properties -> Seeding Goals
