Odd problem, but when I am downloading via uTorrent (or any torrent app for that matter..) My download speeds are restricted to the same speed as my upload.

I have Cable, so when I download, I get speeds around 786Kb/s but in uTorrent, I can only achieve around 40Kb/s, as my ISP caps upload at 40.

Sometimes it jumps up around 100, but it's usually steady at 40.

Is this my ISP limiting me?

P.S. I HAVE set up port forwarding on my router, and it is working just fine.

With outgoing Protocol Encryption disabled, every other torrent stopped: speed on OpenOffice torrent ~750-800.

With outgoing Protocol Encryption disabled, every other torrent running: speed on OpenOffice torrent starts around 100, reaching 400 max.

With outgoing Protocol Encryption enabled, every other torrent stopped: speed on OpenOffice torrent ~750-800.

Apparently the force does not work, but the OpenOffice torrent tells me there is no speed problems. Perhaps a tracker problem, or my ISP is limiting traffic.
