My download speeds are restricted to the same speed as my upload.I have Cable, so when I download, I get speeds around 786Kb/s but in uTorrent, I can only achieve around 40Kb/s, as my ISP caps upload at 40. Sometimes it jumps up around 100, but it's usually steady at 40.Is this my ISP limiting me? P.S. I HAVE set up port forwarding on my router, and it is working just fine.
