Speed Capping Problem in Vista

Using the Vista final build it seems that while utorrent reports as being capped, and the statistics support it, it still uses a ton of bandwidth by data or connections. I tried to use netlimiter to sort it out, but it seems they've got a ways to come in compatibility with Vista.

My findings are based on monitoring network traffic from another pc on the network, comparing it to my xp install, running utorrent, and vista with and without utorrent running, utorrent bogs down the network to no end.
