Port forwarding problems.

So here's my problem: (Apologies if it's a repost, but couldn't find anything in search)

I have opened up ports on my router (SMC 7401 Barricade router) which has a (Linksys) hub attahced to that, and another wireless router/modem acting as a router (DG834G) attached to that!

I have given my PC a static IP. Although my router is DHCP enabled, my comp still gets the same address. 192.168.1.19

When I run a torrent program, and run the port test, it goes green and says it can receive incoming connections.

When I close torrent programs, the port is no longer open, or sometimes is but closes soon after, and I cannot host online games either

Any ideas about what might be going on?
