Port forwarding with Vista

I need some help forwarding a port so i can make my utorrent connectable. I recently purchased a new laptop with vista installed. I installed utorrent and can't figure out how to

a) Set a static ip for my wireless network (an airport express routed through a dlink 804hv)

Forward a port

I never had any trouble forwarding a port with my desktop that was routed directly through the dlink router.

If anyone can help me it would be greatly appreciated.
