VERY fluctuated D/L and U/L speeds

When I run UTorrent I will get VERY randomed spikes of 250+kb/s download and then it will drop to somewhere around 5kb/s and lower... And my U/L speed won't go higher then 5 or 6kb/s anyways.

I have the port I am using forwarded on my router and I have UTorrent.exe excluded in my nod32.

This is really aggitating. I use version 1.1.2. I would rather have semi-decent speeds then this if it came down to it. It is VERY annoying. Great program otherwise tho. I love the small space nice functionality.
