Error message : Error! Port 13127 does not appear to be open.

Hi there

During the installation process the programme requires me to do a speed test and part of that test is to test if the port is forwarded correctly. It's after pressing this button that I am faced with the error message in the subject of this post. Is there anyone who can help with this problem. I'm hoping it's something simple to fix that people encounter all the time. Any help would be greatly appreciated.
