Torrent url and ??????? thing.

I try to download torrent from russian site. I download it on my desktop and when i try to add it to my torrent it makes an error about language, symbols which are turned in ??????????? from other language. I tried to make all utorrent in russian, but all of it appeared in ????????????. I also tried regional settings, but it did'nt helped. Do you have any suggestions how to add such a torrent file?

I also was searching for url of that torrent, but i didn't found. I think i can only download it on desktop or is there allways direct site of a torrent which i could download only by url. I am expecting that i could overcome that ????? thing. Is it possible?
