Uploading and Downloading gone to the dogs..

ok so i followed this guide:

and downloaded the lvllord patch and everything, and i even downloaded the test file he put up from here:

http://distribution.openoffice.org/p2p/

the thing is, when i download the test file, my download speed goes up to about 150 kbps

but my upload averages about 6.5 kbps, i then tried to download another torrent file and my download immediately dropped to below 3 kbps :S im really confused, my port is forwarded and i have a static ip, my ips is not blocking anything, and i have the green icon, can anyone help me?
