Static ISP or some other solution...

Here's the deal... I have a Windows Vista 32 PC (homemade), ADSL 6144/384 connection (supposedly) and a Well PTI-845 Router, and I live in the Czech Republic. I have never had a problem with my ISP throttling back my speeds, and they swear they don't. I have been using utorrent for over a year with nothing but success and have thoroughly enjoyed a problem free internet experience. The one change is that I have moved to a different home from the one that I had all my success.

I have been having SEVERE speed problems for about 2 weeks now. I have connected to things with hundreds of seeds and less than 10 leechers and have not been able to break 100K on most. I have followed all the instructions I have found here and at portforward, and I have TRIED to set up a Static IP. That is what I need help with now... I think.

When I set up the Static IP (and yes, I followed all the instructions without fail) utorrent suddenly stopped working at all. There was no connection of any kind. That confuses me. I have done this many times and I have never had that problem. My fiance and I share the connection (my PC and her laptop) and both of out IPs are within the 50 range and I used the first one above that range. I called my ISP to double check my P DNS and A DNS, I know that the IP, Subnet Mask, and Default Gateway were all correct, and I went over the instructions MANY times to make sure that I had followed them correctly... No joy.

Can someone help me with this? If you need more info, let me know. I don't normally post in these forums so I'm not quite sure what ll is needed...

On the status bar, between the DHT status and the Download speed, do you have a green checkmark or a yellow exclamation point?

I do not understand what you mean by this.

If both you and your fiance have public IP addresses already, then you do not need a static IP. The static IP is for the 90% of us that connect through a router. To see if you have a public IP address, go to www.whatismyip.com and see if the IP address there matches the IP address that you see when you do "IPCONFIG /ALL" at a command prompt.

But if you're getting a non-public address from your Well PTI-845 Router, and you are manually configuring the ports for uTorrent, then you need a static IP. All the data I can find on your router is in non-English. It would be helpful to know what you see when you type IPCONFIG /ALL and ROUTE PRINT at a command line.

First of all, Thank you for your reply! I greatly appreciate the help.

Second, I do have a green check mark most of the time, except for when I set up the static IP.

When I did that, my internet apps worked fine, and I had no trouble surfing. Utorrent is the only thing (that I noticed) that didn't work.

I have had the same trouble with info on the Well. I don't read Czech or Slovak or any other. My fiance is Czech and she can read it but she has no clue how to translate all the tech stuff as she knows very little about it herself in either language.

The Well I use is a router, and it does assign us each an IP. According to what I have learned, which was confirmed by the instructions on the port forwarding website, the router usually holds a range of 50 IPs to use as it needs and I should pick one that is outside of that range. That is what I meant by that.
